Empowerment Of Epwp Participants Takes Center Stage In The Province
The Premier of the Northern Cape Province, Dr. Zamani Saul, together with MEC Fufe
Makatong, officially launched the Expanded Public Works Programme (EPWP) Academic
Empowerment Programme in Upington on Friday, 5 September 2025.
The event, held in the Z.F. Mgcawu District, marked a significant milestone in the Provincial
Government’s commitment to unlocking opportunities for young people and enhancing their
prospects for education, employment, and entrepreneurship.
The launch was attended by Members of the Executive Council, District and Local Mayors,
and other key stakeholders from various sectors.
Delivering the keynote address, Dr. Saul encouraged the youth to take full advantage of the
EPWP initiative, emphasizing that the programme was designed to open doors to brighter
futures.
“This is a life-changing opportunity,” said Dr. Saul. “We need young people who are ready to
take charge of their destinies whether by completing their matric, starting a business, or
creating jobs that strengthen our provincial economy.”
His message was clear: Empowerment starts with commitment, and the tools provided by
the EPWP must be actively seized by the youth to effect real change.
Echoing the Premier’s sentiments, MEC Fufe Makatong called on all sectors of society to
play a supportive role. She urged schools, churches, and community organizations to offer
their facilities as classrooms and training centres to ensure that no community is left behind.
“Accessible training spaces are vital,” said MEC Makatong. “We ask our communities to
work with us so that every willing learner has a place to grow and develop their skills.”
The importance of inclusivity was passionately addressed by Ms. Yolanda Malatsi
Engelsman, Chairperson of Disabled People South Africa (DPSA). She stressed the need to
ensure that people with disabilities are not excluded from such empowerment programmes.
“True development is inclusive,” said Ms. Engelsman. “We must leave no one behind. Every
South African deserves the chance to grow, contribute, and thrive.”
A highlight of the launch was the handing over of certificates and pledge signing ceremony,
led by Premier Saul. Certificates were awarded to participants who successfully completed
Entrepreneurship Development and Computer Training programmes, equipping them with
essential skills for today’s job market.
In addition, a group of female contractors registered under the National Home Builders
Registration Council (NHBRC) were recognised for completing training in Home Building
Skills and Occupational Health and Safety a strong step forward for gender equity in
traditionally male-dominated industries.
These initiatives form part of the EPWP Phase 5, which continues to focus on empowering
communities through practical skills development. By aligning training with economic needs,
the programme opens pathways to sustainable employment, entrepreneurship, and
community development.
The Northern Cape Provincial Government reaffirms its commitment to supporting youth and
vulnerable groups, encouraging all current and future participants to enroll in available
training programmes. These training initiatives are in alignment with th expectations and
requirements of EPWP Phase 5 which places emphasis on the crafting of pathways for
continuous growth and empowerment for participants, strengthening skills development,
emphasizing youth participation, and ensuring effective exit strategies leading to self-
sufficiency, entrepreneurship, or permanent employment.
